The Federal Government's answer to the CDU/CSU parliamentary group's major interpellation “Stability and sustainability of social insurance funding” will be discussed in the Bundestag on Thursday, January 30, 2025.
Government: Financial forecasts are uncertain
Medium to long-term financial forecasts in statutory health insurance (SHI) are highly dependent on the assumptions made and are therefore subject to considerable uncertainty. This is emphasized by the Federal Government in its answer to a major interpellation by the CDU/CSU. “In addition to the uncertainty about demographic and macroeconomic developments, the SHI system - in contrast to other social insurance sectors - is also characterized by a high degree of uncertainty, particularly with regard to the development of expenditure, as this is dependent on a large number of supply and demand-side factors in many very differently regulated service areas,” the answer continues.
Among other things, it also shows that the financial reserves of the SHI system fell by 18 percent in 2023 compared to 2022 and amounted to around eight billion euros. According to the government, SHI expenditure on hospital treatment has increased by more than 20 billion euros since 2015 and amounted to around 94 billion euros in 2023 (2015: 70 billion euros).
