A few weeks after Frances Ruhl's death, the family received a letter saying her estate owed Medicaid $226,611.35. Her husband, Henry Ruhl, and daughter, Jen Coghlan, say they had no idea the state would try to recover money it spent on care Frances received in her home after she developed dementia. Because she has a surviving spouse, the collection will be delayed until Henry Ruhl dies. But then a private contractor working for the state would go after his estate. Henry Ruhl’s main asset is an 832-square-foot house in Perry. The county assessor values it at $81,470. He and Frances bought it in the 1960s for $8,000, and they raised three children there. He planned to leave it to Coghlan, but she likely will have to sell it to pay the Medicaid bill.
