In 2007, Romania and Bulgaria joined the European Union. In France, among other countries, their access to the job market was restricted by the so-called "žtransitory regime" until end of 2013. These restrictions lead to a vicious circle in which the poorest of the poor fail to take an active part in the society they live in.

In 2011, the city of Lyon launched a pilot program that aims to facilitate the integration of Romanians from the Roma community. The program is called Andatu "žfor you" in Romani. It follows a logic of integration around three axes: the participants must have access to accommodation, education and the job market to be able to fully integrate.

Since December 2011, 400 Roma have taken part in the program. In a one-year contract with the NGO Forum refugies-Cosi. the participants commit to "attending daily French lessons, to actively seek a job, to send their children to school and to not involve themselves in illegal activities."
